Nothing is known of the criminal known as the Raven prior to his appearance in 1946.  He came to public attention when he was seen flying above an open-air opera attended by Carter Hall and Shiera Saunders.  Frightening the audience with his huge wingspan, the Raven swooped through the crowd, grabbing jewelry, wallets and other valuables.  Slipping out the back, Hall and Saunders adopted their identities as Hawkman and Hawkgirl and gave chase,  As the following the Raven into the clouds, they witnessed a circle helicopter with wires attached, explaining the criminal's supposed powers of flight.

Dispatching Hawkgirl to fetch his large mace, Hawkman boarded the helicopter and the criminals were counting their loot.  Aggressively confronting them, he gained the upper hand over the Raven until on the criminal's minions shoots Hawkman directly in the head.  The heroes helmet deflected  the bullet but stunned him long enough to bound by the Raven.  Gloating in triumph, the thieves bind Hawkman's wings to his body and fling him out of the copter.

As he plummets toward the Earth, Hawkgirl returns and diving beneath him, catches him before he would have impacted  the ground.  Giving him his mace and breaking his bonds, she swoops aside as Hawkman returns to the fray.  As the Raven and minions flee, their helicopter is rocked by a series of tremendous blows,  Hawkman has smashed the blades and the criminals spill out into the open air.  As they plunge to their deaths, Hawkman summons the denizens of Hawk Valley - enormous raptors with near human intelligence - to catch them before the crash.  All are carted off to jail with Hawkman personally tossing the Raven into his cell (Flash Comics Wheaties Giveaway 1946).

Whether that was truly the last of the Raven is unknown.

Powers and Abilities

The Raven was a talented acrobat and aerialist, able to perform complex feats of mid-air gymnastics  suspended on the smallest of wires to give the illusion of flight.   He was also an above-average hand-to-hand combatant and likely an accomplished pilot.  He possessed an helicopter that was small and maneuverable, yet able to carry his full weight while he moved extensively attached to it.  The origins of these resources is unknown.

Weaknesses and Limitations

Stripped of his supports, the Raven was an ordinary human, flightless and vulnerable to overwhelming force.
