Nothing is known of the criminal who called himself the Mad Hatter prior to his appearance in Gotham City in 1948, His first recorded activities include a hold-up at an exclusive Gotham City yacht club where Bruce Wayne was in attendance. After carting off trophies and other loot, the Mad Hatter and gang steal one of the yachts to make an escape. Quickly changing into Batman, Wayne gives chase with an intrepid photographer - Vicki Vale - in tow. Leaping from a boat he had commandeered onto the Hatter's vessel, Batman expects an easy captured but his repelled by a gas gun hidden in the criminal's hat.
The following day, the police receive a clue from the Mad Hatter: A woman's riding hat. Vicki Vale is accompanying a suspecting Bruce Wayne to a equestrian exhibition when the Mad Hatter and his gang ride in on horses. Admonishing the crowd to hand over the valuables, the thieves get as much as they can before Batman and Robin arrive. While the Dynamic Duo take down his accomplices, the Hatter takes aim at Robin but Batman on horseback thwarts him and sends the villain reeling. Once more, the Hatter has disguised weapons in his hat, this time a smoke screen that cover his escape.
The following day, another hat arrives at the police station and Batman picks it up for study. Finding hay on it, he is clued in to abandoned barn theatre in which the last show was based on Alice in Wonderland. Suspecting this as a possible hideout for the Hatter and his gang, Batman, Robin and Vicki Vale barge in. They catch the Hatter off-guard and when Vale snaps a picture, it distracts the villain long enough for Batman to subdue and cart him off to the police (Batman Comics #49).
The latter activities of the Mad Hatter of Earth-Two have not been recorded.

Powers and Abilities
The Mad Hatter was a keen criminal organizer and strategist, aided by no small of amount of guile. His brazen charges into his planned crimes often caught his victims off-guard and facilitated his efforts. He possessed an array of offensive and defensive devices such as firearms and chemical weapons, often hidden in his hat. The extent and origins of his accoutrements is unknown.
Weaknesses and Limitations
Separated from his devices, The Mad Hatter was an ordinary human of substandard physical prowess and easily captured as such. He also suffered from excessive vanity, leading him to pre-sage his crimes with clues based on hats that came back to bite him.

Multiversity
The Mad Hatter of Earth-One is Jervis Tetch and is thought to have a similar history as the Earth-Two version and ended up spending decades in Arkham Asylum. During his time away, a new person took over the nom du crime, even calling himself Jervis Tetch (Detective Comics #230). After some years, the real Tetch escapes Arkham and forces the imposter into retirement (Detective Comics #510). The true Mad Hatter is a minor figure in Gotham's underworld and his casework is limited. Whether the origins of the Tetch Mad Hatter or the imposter Mad Hatter or neither are counterparts to the Earth-Two version is unclear.
The Mad Hatter in the post-Crisis Earth-0 timeline is a much more dangerous criminal. Ridiculed in his youth, the Hatter (Jervis Tetch) fixated on Alice in Wonderland as an escape mechanism. The Mad Hatter is this timeline is best known for his use of sedatives, hypnotics and hallucigens in his crimes, especially those targeting children (Batman: Legends of the Dark Knight Halloween Special Vol 1).

The Mad Hatter in this time line is extensive joiner, often working with other inmates at Arkham Asylum or other members of Batman's Rogues Gallery. He is a member of the Secret Six (Secret Six #1-6) and is active until the Flashpoint Event. His future in this timeline is unrevealed.
A version of Mad Hatter is known to exist in this universe but his history is unknown. He has only be documented either as a corpse or in stasis in Owlman's lair (Crime Syndicate #2).
The Mad Hatter in this timeline is thought to largely resemble the Earth-0 version. By the early to mid 21st century is known to be deceased and his corpse is held in frozen storage in the Justice League Morgue (Batman Beyond Unlimited #14).
The Mad Hatter in thought to have a similar history as the Earth-o version. He is killed by the vampiric Batman but in a world where nothing stays dead for long, his final fate may be unrevealed (Batman: Red Rain LS).
